WALTHAM FOREST: Rapid population growth prompts urgent expansion of schools

A MAJOR primary school expansion programme has been drawn up in response to spiralling demand for places.

Ten schools have already agreed to take on an extra reception class this year as a temporary measure, and Waltham Forest Council is now consulting on plans to introduce ten permanent new entry forms over the next two academic years.

And yet more expansion will be needed if increasing demand is to be met beyond 2010.

There are currently 3,150 reception class places across Waltham Forest - but the council expects demand to leap to 3,334 by 2010/11, and to 3,544 the following year.

This means a deficit of almost 400 places, or 14 classes - and those figures don't take into account the effect of the borough's two major regeneration projects, in Walthamstow town centre and Blackhorse Road.

Among the schools being considered for expansion is Edinburgh Primary, which is earmarked to triple in size from one class per year group to three.

A spokeswoman for the council said the authority is funded per pupil so schools will be allocated more money depending on how many they teach.

However she admitted that not all the schools likely to expand will have enough space to build new classrooms, and that the council might need to look for new sites.

She also said that no figures are available for the number or proportion of reception class pupils born outside Britain, however the council puts the rise down to a mixture of increasing birth rate and migration.

Barn Croft, Stoneydown Park, St Saviour's and The Woodside schools in Walthamstow, and Davies Lane School in Leytonstone all took on one additional reception class last month.

The extra class will progress through each school but there are no current plans for a permanent additional form of entry.

The following five have agreed to take on one more class from September - Mayville and Willow Brook in Leyton, and St Mary's CE, Coppermill, and Edinburgh Schools in Walthamstow.

Governors are also being consulted on plans to permanently expand by one entry form each from September. The schools earmarked are Willow Brook, Mayville, and St Saviour's CE. Edinburgh School is being asked to consider tripling in size from one form of entry to three over the next two academic years.

Consultation has also started on plans to add an extra form of entry to St Helen's Infant and St Mary's Junior Catholic Schools in Walthamstow and Gwyn Jones in Leyton.

Duh! Migration is the only reason for overpopulation. nothing else. The increased birth rate is down to migrants too. I'm amazed that the council is stupid enough to not see this. The people of Essex need to pay double the tax to appease labours pro immigration stance. Serves them right for voting labour in!
One day i hope England will be governed by a party who actually represents law abiding taxpayers in a democratic way. Too late for most of us though!
Any one out there with no common sense want to argue with me?

Duh! The only reason for overpopulation is Migration. The increased birth rate is due to migrants too! Oh well the people of Essex will have to pay more taxes to pay for them - serves them right for voting Labour!
Maybe one day we will have a democratic government that will represent taxpayers wishes.
Too late for most of us.

Is there anyone out there lacking common sense enough to argue with that?

So surprised to see an anti - immigrant comment from someone in Essex ! Shouldn't you be drinking Watneys in the Rose & Crown in Benidorm complaining about foreigners spoiling Spain ?

Migrant workers pay far MORE into the tax system than the services they get and one day when you are even older and more bitter than you are today, you will be grateful that there are young people working to pay for your pension.

For those who don't like wasting taxpayers money, I hope you will be backing the demand that funding for school expansion does not come under the PFI rip off scheme.

The rising number of foreign nationals committing crimes in Hertfordshire is placing an increased strain on the county's police force, officers have warned.

By the end of the financial year police say they will have arrested more than 3,200 foreign visitors, some 10.7 per cent of the total recorded arrests.

The amount spent on interpreters is expected to surpass £380,000, a jump of more than 60 per cent in only three years.
PC Voya Mihailovic, a spokesman for the Hertfordshire Police Federation, says the rise in the number of foreign nationals dealt with by his officers is beginning to cause real problems, eating up an ever-increasing amount of time and money.

He said: "It's certainly a good time to be an interpreter.

"It's important that the people we arrest understand what we're saying and what they are being charged with because the courts demand it.

"Unfortunately these interpreters cost a lot of money and are not always available."
Reliable figures for the number of foreign nationals living in the area are not available; with the county council having no idea and district councils only keeping records of people registered to work and pay Council Tax.

Watford Borough Council say there are roughly 500 foreign nationals registered with them.

But whatever the true figure, it seems they are keeping police increasingly busy.

PC Mihailovic argues that rises are no surprise because the proceeds of crime are far higher - a trend that has led to a disproportionately large criminal fraternity in many communities.

He added: "Crime in Hertfordshire is worth a lot more than in the countries they've come from so it makes sense for them to come here.

"It's best to see it like this: a shop-lifting ring in Watford is far more profitable than one in Krakow."

Figures obtained by the Watford Observer reveal a rise in the number of foreign arrests of six per cent in as many years, with Poles (25 per cent), Chinese (13 per cent), Bulgarians and Romanians (both 12 per cent) the most likely to see the inside of a cell.

I just deal in facts not spin. Take your head out of the sand.

It's not racist to ask that a government has at least some idea of who is coming and going: councils have to pick up the tab for this neglect of duty which impacts on us all.
The irony is that current news says that Poles are now turning back for home: will we need these school spaces? The Council's forum for 20 years hence says that we must build for 20,000 more people, when we don't have the figures for who's here now! At the same time as we build loads more houses, the workplaces in the borough are down by several thousand in a short number of years: anyone for joined-up thinking, or is the Council actively trying to recruit a different kind of electorate?

If this is the case then all well and good, but it seems to be repeated without any evidence. Over to you, Respect. And no, I'm not political in any way. It's just that if you state something as fact then you should back it up, otherwise it is just opinion.
