Rejected plans to house ex-prisoners on a quiet residential street have been resubmitted.

The proposed development, which was initially submitted on December 1, plans to convert a property in Ollards Grove, Loughton, to provide six bedrooms for offenders on licence.

The application, which states there would be two full-time and one part-time member of staff, CCTV at the front and rear of the property and a curfew in place between 11pm and 6am, was rejected by Epping Forest District Council on January 21.

Councillors stated that the proposal would not achieve the primary purpose of Approved Premises of protection of the public from offenders or defendants who present a high or very high risk of serious harm and did not include adequate security measures.

It was said that the proposal was likely to significantly increase the fear of crime in the locality and as a consequence be both harmful to the living conditions of neighbours and the character of the locality. 

The application, which was submitted by Sanjay Raj as an appeal on Monday (July 6), previously saw a petition against it attract more than 170 signatures.
