Does anyone remember this tower block being built?

Unlike some 1960s high rises, it is still standing today, but with a few differences.
Here it is in 2019. It looks like solid panels have replaced some of the railings. Do any readers remember when this happened?
Next we have a picture of boats on Perch Pond, in Wanstead Park.
The lake is still there today, but the boats are gone.
