Four women were arrested in Watford town centre on suspicion of robbery.
Police officers were in High Street yesterday afternoon after reports that a girl had been robbed of her mobile phone outside a train station at 3.45pm yesterday (November 7).
While they were in the area, police said another person was arrested in relation to a separate shoplifting incident.
Hertfordshire Constabulary said due to the number of people arrested, several police vehicles were needed to transport them.
But it said some of those detained decided to be "uncooperative", and additional officers were needed at the scene to ensure everyone's safety.
The road was not closed but there was traffic disruption due to the number of police cars and vans at the scene.
