Epping Town Council has vowed to fight on in its efforts to maintain the number of bungalows in the town.
It comes following a wave of planning applications to turn them into two-storey homes.
Councillor Nigel Avey, chairman of the planning and general purposes committee, told the Annual Town Meeting that councillors were "fighting a battle" to retain the town's bungalow stock.
Mr Avey said the committee had considered 164 planning applications in the past year and continued to fight "unsuitable" applications to demolish houses to make way for flats.
The council also continues to oppose the removal of trees "often for cosmetic reasons", he said.
