A BID to build two properties on land near a Waltham Abbey school has launched – after previously being denied.

The director of EC Builds LTD, Eamon Condon, is hoping Epping Forest District Council will permit his company to build two homes on land near Leverton Primary School, in Honey Lane.

The grassy area is situated next to the school and covers 915sq metres, it’s currently used as a car parking space.

It is hoped the land’s current D1 school use licence can be changed to a C3 residential use licence, allowing possible residential building work to take place.

If successful, the planning application would see the building of two, three-bedroom semi-detached homes.

However, this application was previously rejected on November 14, 2023, due to the impact it would have upon neighbouring property.

This new submitted bid hopes to address and clarify these issues to progress forward with a successful application.

A covering letter said: “The council considers that the development will have an adverse impact upon the occupiers of the adjoining development at 152 Honey Lane.

“The council also notes that there was no assessment on the impact on levels of daylight or sunlight on this property which has been addressed with this resubmission.

“In respect to daylight and sunlight, it will be noted from the report that it is considered that the proposed development will have a relatively low impact upon the light receivable by its neighbouring properties.”

The previous application was also rejected because of the lack of existing information in the proposal regarding the two houses' ground levels but for this bid a revised plan has been drawn to highlight the levels.

Epping Forest District Council denied the prior application because the works may have an impact on local trees, and parking and access provisions were not discussed in depth.

It is noted in bid’s application form that out of the ten parking spaces currently available on the land, six would be removed to make way for the properties, meaning four spaces would be left.

However, a letter from the headteacher of Leverton Primary School was included.

The letter “seeks to rebut some of the comments made by neighbours and makes clear that the disposal of the application site by the school will bring significant benefits to the school.”

The bid is under consultation until April 1.
